Remove the dont_notify and coalesce push rule actions. (#1501)

* Remove the `dont_notify` and `coalesce` push rule actions.

Per MSC3987, these should both be considered no-ops.

* Remove obsolete dont_notify from default rules.

* Remove obsolete dont_notify from examples.
